The City of Emeryville's housing programs are implemented through the Emeryville Economic Development and Housing Division.

The city’s housing programs foster greater availability of affordable housing for homeowners and renters of all income levels by encouraging new construction, rehabilitation of existing housing stock and providing low interest homeowner loans. Ongoing affordable housing programs and initiatives staff administers includes:

  • Development of city owned land assets for Affordable Housing
  • Financing the development of Affordable Housing Projects
  • Monitoring and compliance of the Below Market Rate (BMR) Rental and Ownership portfolio
  • Monitoring Oversight of the City's allocation of Community Development Block Grant (CDBG)
  • Implementation and reporting on Housing Element programs to meet the city's Regional Housing Needs Allocation
  • Implementation and Management of Measure C Affordable Housing Bond programs
  • Development of Housing Policy
  • Managing the Homebuyer Assistance & Homeowner Rehabilitation Loan Portfolio
  • Coordination of Homeless Services & Housing Resources
