Who We Are

Welcome to our website. The Finance Department manages all of the City’s daily financial activities. This includes accounting operations, cash management, debt management, investments, payroll administration and disbursements, revenue collection, and tax program administration. The Finance team also prepares the City’s biennial budget and is responsible for financial planning and reporting. We also provide staff support to the City’s Budget and Governance Committee and Budget Advisory Committee.

City Operating and Capital Budget

On June 3, 2025, the City Council approved the 2 Year City Budget covering the 2025-26 fiscal year (ending June 30, 2026) and the 2026-27 fiscal year (that will end on June 30, 2027). Copies of the current 2025-27 budget and prior year budgets are linked below.

Real Property Transfer Tax

The RPTT is a one-time tax collected when real estate is bought or sold. It is not an ongoing tax. Local governments rely on RPTT revenue to fund essential public services. The RPTT is collected only when real estate is bought or sold.

The sales tax rate in the City of Emeryville is 10.50%.
