Economic Development & Housing
The Economic Development and Housing (EDH) Division oversees the implementation of various programs necessary for the growth and development of the city. The successful integration of each program builds a dynamic and vital city, serving all of its residents. EDH Division is also responsible for overseeing the dissolution of redevelopment by continuing to implement the remaining obligations of the Emeryville Redevelopment agency.
The Division implements the city’s Economic Development Strategy(PDF, 236KB) approved in October 2017. The Strategy provides a framework and prioritization for the deployment of the City's economic development resources, with an aim to leverage Emeryville's competitive advantage as a City of Art and Innovation. The Strategy addresses a wide range of topics including Infrastructure and Transportation, Marketing and Promotion, Community Advancement, and Organization and Network Building.
The city's Housing Programs focus on increasing housing choice to home buyers and renters at all income levels by facilitating the development of market rate and affordable housing units, providing financing sources to assist in making more affordable to very low-, low-, and moderate-income households, supporting tenant stabilization efforts, and coordinating fair housing and homeless services.
The goal of the city’s Public Art Program is to develop innovative public art through strategic collaboration with artists, city departments, and local and regional arts organizations and businesses. The city has an extensive public art collection and actively acquires public art.
The division administers the City’s Labor Standards including the City's Minimum Wage and Paid Sick Leave Ordinance, Fair Workweek Ordinance, Workplace Justice Standards at Large Hotels (i.e. "Measure C"), Living Wage Ordinance, and Right to Recall Ordinance. The division implements all labor standards with the goal of collaboration and support of employees and employers.
The EDH Division is also responsible for certain special initiatives such as coordination of Sea Level Rise Planning, management of the City's paid parking program, and development of the Emeryville Art Center.
