City of Emeryville Sea Level Rise Adaptation Planning

Earlier this year, 2025, City of Emeryville began sea level rise adaptation planning in partnership with the San Francisco Estuary Partnership (SFEP), land use agencies, resources agencies, and cities with jurisdiction anywhere along the shoreline between the Bay Bridge Toll Plaza and the Contra Costa County border. This section of the shoreline is called the East Bay Crescent and includes the entire Emeryville shoreline. The East Bay Crescent includes the Emeryville Crescent, a special section of wildlife habitat along Emeryville's shoreline.

Sea Level Rise Adaptation Funding Opportunity 

SFEP is leading all partners in applying for California Ocean Protection Council SB 1 funding to conduct a shoreline vulnerability assessment and ultimately develop the required Subregional Shoreline Adaptation Plan.

Regional Sea Level Rise Adaptation Planning

In accordance with California Senate Bill 272, The San Francisco Bay Conservation and Development Commission (BCDC) requires local governments to complete a Subregional Shoreline Adaptation Plan, part of the Regional Shoreline Adaptation Plan, by January 1st, 2034. What is Sea Level Rise? 

Sea level rise is defined, according to the National Oceanic and Atmospheric Organization (NOAA), as the permanent average increase in ocean water levels worldwide. The event is, in part, caused by the melting of land-based ice, such as glaciers and ice sheets, due to rising temperatures experienced worldwide.

Gas-Powered Leaf Blower Ban

Regulations

As of July 1, 2024, it is illegal to operate a gas-powered leaf blower in Emeryville. These devices are noisy and contribute to air pollution which has negative impacts on residents and workers. 

Gas-powered leaf blowers emit more pollutants than one might expect, including large amounts of liquid and particulate matter, carbon monoxide (CO), nitrogen oxides (NOx), ozone (O3), and hydrocarbons (HC). CO, NOx, O3, and HC all contribute to climate change.

Penalties for violating the prohibition apply to the hiring party (or owner/tenant if on their own property) and not to the individual landscaping company, or worker. The Municipal Code is linked below.

Alternatives 

Please switch to electric leaf blowers. They are widely available, quieter, and perform well. Emeryville's Public Works Department maintenance team has already made the switch; you are encouraged to do the same!

To report the use of a gas-powered leaf blower in Emeryville, please use See-Click-Fix and select "other issue/concern." Please specify the property or location that the gas-powered leaf blower was or is being used.

Electric Vehicle Charging Infrastructure

In 2018, former California Governor Jerry Brown signed a new executive order to boost the supply of zero emission vehicles and charging stations throughout California. The order set targets of 5 million zero emission vehicles (ZEV) in California by 2030, 250,000 vehicle charging stations by 2025, and 200 hydrogen fueling stations to by 2025 as well.
