Condominium Conversion
The city allows conversion of existing rental units to condominiums while providing for the protection of purchasers of the condominium units, to protect the public health, safety and welfare, and to minimize impacts to rental tenants who may be displaced by the conversion.
Process Overview
A Building Permit is required even if no construction work is being performed.
Planning Approval is required prior to applying for a Building Permit. Go to the Planning Division forms and fees page for more information on the Planning Permit process.
Required Documents
The following documents are required as part of your Condo Conversion:
- Tentative maps, parcel maps, or parcel map waivers
In addition, the application submittal shall include the following:
- Floor plans for all buildings on the subject site; and
- A declaration of Covenants, Conditions, and Restrictions, which will be applied to any and all owners of condominium units within the project.
The declaration shall include, but not be limited to, the conveyance of units; the assignment of parking; an agreement for common area maintenance, including facilities and landscaping, together with an estimate of any initial assessment fees anticipated for such maintenance; description of a provision for maintenance of all vehicular access areas within the project; an indication of appropriate responsibilities for maintenance of all utility lines and services for each unit; and a plan for equitable sharing of communal water and gas metering.
