To the Emeryville Community,

As we close out 2025, I am proud to share a year-in-review that reflects the hard work, dedication, and steady progress of our city team in advancing the priorities identified in Emeryville’s Strategic Plan. This year’s accomplishments demonstrate our continued commitment to building a livable, safe, vibrant, and resilient community while delivering high-quality services to residents, businesses, and visitors.

Throughout the year, the city made meaningful progress in City administration and governance, including processing 171 public records requests, supporting 64 advisory body applications, and producing 74 Council, Successor Agency, and MESA agendas. These efforts reflect our commitment to transparency, public engagement, and responsive local government. Good governance is foundational to the Strategic Plan because it ensures that Council direction is implemented efficiently, community voices are heard, and public business is conducted with accountability.

In alignment with the Strategic Plan priority of quality infrastructure and environmental stewardship, the city completed 0.85 centerline miles of paving, installed 2,250 square feet of green infrastructure, constructed 18 curb extensions, completed the Marina Park and Powell Street Lighting Project, adopted the Local Roadway Safety Plan, and achieved 100% trash capture compliance. These investments improve mobility, pedestrian safety, accessibility, environmental outcomes, and the overall quality of our public spaces.

Public safety remained a core focus in 2025. Emeryville responded to 2,594 fire service calls, 7,848 police 911 calls, and generated 5,598 police reports. These numbers reflect the daily work of our public safety teams and our continued focus on maintaining a safe and prepared community. At the same time, our Planning, Building, and Economic Development work supported responsible growth, with 423 permits issued, 442 inspections completed, more than $2.1 million in permit fees collected, 22 affordable housing desk audits, 4 first-time homebuyer loans closed, and 240 homeless outreach activities conducted to connect individuals with resources and support.

Our commitment to being a resilient organization and employer of choice was also reflected in the work of our Human Resources and Information Technology teams. In 2025, the city onboarded more than 60 employees, conducted 24 recruitments, filled 15 regular full-time vacancies, hired 48 part-time employees, and supported 9 promotions. Our IT team closed 1,266 internal help desk tickets, deployed 34,000 Microsoft patches, and maintained a 100% security coverage score, which strengthens our ability to deliver reliable, secure, and modern public services.

Finally, the heart of Emeryville continues to be our community. Through Community Services and Recreation, the City served 1,017 seniors, supported 220 after-school students, provided 806 swim lessons, issued 3,444 fitness passes, supported 2,113 8-to-Go rides, and hosted community events such as Movies in the Park, National Night Out, Coastal Clean Up, and the Holiday Parade. These services and events bring people together, support families, promote wellness, and strengthen the sense of belonging that makes Emeryville special.

As City Manager, I am grateful for the opportunity to work alongside the City Council, City staff, community partners, residents, and businesses to move Emeryville forward. The work completed in 2025 reflects more than numbers; it reflects a shared commitment to service, collaboration, and progress. As we look ahead, we will continue to align our daily operations with the City’s Strategic Plan and remain focused on delivering results that improve the quality of life for everyone who lives, works, learns, and visits Emeryville.
