After submitting your application form ("Complete Stormwater Application C3 Checklist"), contact Public Works.

Operational permits will be issued depending upon the outcome of the inspection.

Required Documents

Required Documents

The following documents are required as part of your Stormwater Application. The registered engineer's stamp and wet signature should be on the plans:

  1. Completed C-3 Checklist - Excel Spreadsheet linked above

  2. Roof plumbing plans, showing roof slopes and roof drains

  3. Floor plumbing plans showing roof leaders and storm water drainage pipes through the building

  4. Podium, deck and/or area drain plans, and associated leaders

  5. Size of drains and leaders

  6. Slopes of horizontal pipes

  7. Location of cleanouts

  8. Pipe materials

  9. Civil plans which show the following:

    • Location of all treatment areas

    • Size and type of treatment areas

    • Drains and overflow drains from treatment areas

    • Slope of drains serving treatment areas (1%) minimum

  10. Landscape plans which show the following:

    • Type of treatment areas

    • Types of vegetation

    • Surface area of treatment areas

    • Cross references to treatment area section views

    • Cross section details of treatment systems

    • Overflow drains

    • Clean-outs

    • Waterproof membrane inside treatment systems such as flowthrough planters

  11. Provide information on the plans, stating the depth to the groundwater. If the groundwater level is higher than the bottom of the treatment systems, then show how buoyancy issues will be resolved. Include detail(s) of splash block and orientation of water flow on the plans to ensure the water will flow to its designated treatment area(s).

All fees must be processed through the Cashier Desk, at 1333 Park Ave, Emeryville. Please note that fees are effective 7/1/2022 and are subject to change; you are responsible for double checking the amount on Master Fee Schedule. Payment by cash, check, or card is accepted.
