Dear Emeryville Community Members,
City Hall and its in-person services are open for business. Please note that the City continues to monitor the health and safety news and will implement guidance as provided by the Governor’s Office, CalOSHA and Alameda County Public Health. As the information we receive is updated, the City will communicate these updates, along with any changes to our local safety guidance, through all of our available channels. As City Hall is open again to the public, we are still hard at work providing services! Whether we are working from home, onsite, or out around town, City staff will continue to work to keep essential services available for you! And as of Tuesday, July 6, 2021, we are back at City Hall to serve you in person!

The Emergency Proclamation Declaring an Emergency is still in place pending the City Council taking action to formally terminate the emergency status. This will be done at a time that best positions the City to access funding that is or becomes available towards our recovery.

Governor Newsom's Administration
The City Hall Administration Building and Old Town Hall, located at 1333 Park Avenue, is open to the public beginning Tuesday, July 6, 2021:
Monday through Friday

The Business Licensing Public Counter is open Monday through Friday, 9:00 a.m. to 12:00 p.m., and 1:00 p.m. to 4:00 p.m. Click here for Public Counter hours for the Building and Planning Divisions.
Public Safety Services
Police, Fire and all first-responder services, and essential Public Works infrastructure services, have remained in operation throughout the COVID-19 emergency and continue to provide full service. Our first responders have been on the job during the pandemic closures, prioritizing the health and safety of the community. Even as things start to open up, we encourage the public to utilize our online police reporting services here or call our 24/7 non-emergency line at (510) 596-3700 when you have questions that are not urgent in nature. In the event of an emergency, dial 9-1-1 for assistance.
Additionally, public works construction, construction of housing, airport operations, water, sewer, gas, electrical, oil refining, roads and highways, public transportation, solid waste collection and removal, internet, and telecommunications systems, including the provision of essential global, national, and local infrastructure for computing services, business infrastructure, communications, and web-based services have been ongoing.

Planning Applications and Zoning
Building and Fire Permit Application and Plan Review
Building Inspections: Permit holders may schedule inspections by calling the Building Division inspection request line at 510- 596-4315 and leaving a detailed voicemail message describing the scope of work. Inspection requests submitted prior to 7:00am will be scheduled for that business day, Monday-Friday. Inspection requests submitted after 7:00am will be scheduled for the next business day. Prior to requesting an inspection, the general contractor shall verify that the work to be inspected is complete and ready for inspection.
Small Business & Non-Profit Community: There are several disaster relief and assistance programs available for the small business and non-profit communities. Alameda County and the City of Emeryville have also issued guidelines to assist employers in recovering from this crisis. Resources for Tenants and Homeowners: On June 30, 2020, the Alameda County Board of Supervisors amended its previous eviction moratorium ordinance to ensure all tenants and homeowners Countywide could shelter-in-place during the crisis. This emergency ordinance now outlaws all evictions anywhere in the County with few exceptions. This ordinance will remain in effect until 60 days after the local health emergency is lifted. On June 25, 2021, Governor Newsom announced that the statewide eviction moratorium will be extended until September 30, 2021. Alameda County launched the Housing Secure Emergency Rental Assistance Program for Alameda County residents on March 17, 2021. The program will help income eligible households pay rent and utilities, both for past and future payments. To apply for assistance, please click here. Community Services
The Community Services offices are open to the public:
Emeryville Center of Community Life: Open Monday through Friday, 9:00 AM to 5:00 PM.
Emeryville Senior Center: Open through July 9, 2021 - 9:00 AM to 1:00 PM. Beginning July 12, 2021 - 9:00 AM to 4:00 PM.
Meals on Wheels: We are delivering 7 meals per week, the delivery schedule is three times per week (2 meals on Mondays, 2 meals on Wednesdays, and 3 meals on Fridays).
Congregate Meals: Changed to delivery service similar to Meals on Wheels. Serving 7 meals per week, the delivery schedule is three times per week (2 meals on Mondays, 2 meals on Wednesdays, and 3 meals on Fridays). Beginning Wednesday, July 14, congregate meals will change from delivery to Grab-n-Go pick up at the senior center, serving 5 meals per pick up. Dine in service will also be an option on Wednesdays until we resume full service congregate.
The 8 To Go Paratransit Shuttle: The shuttle is back operating Mondays through Fridays from 9:00 AM - 12:30PM and 1:30PM - 5:00 PM. However, we are still limiting rides to only one passenger in the vehicle at a time and are sanitizing the van more frequently. Additionally, we are asking riders to limit rides to medical appointments and grocery store visits only.
- Wear a Mask: everyone 2 years and older if not vaccinated.
- Wash Hands: wash or sanitize hands before and after visit.
Public Works
Encroachment Permits and Public Works Inspection: Email encroachment permit applications to encroachment-permit@emeryville.org, and and Public Works inspection requests to Keely Nelson, Associate Civil Engineer.
Emergency work necessary for the preservation of life or property may be conducted without a permit, as long as a permit application is submitted as soon as reasonably possible to encroachment-permit@emeryville.org .
Waste Services: All collection services, including bulky pickup, are operational. Commercial and residential customers can adjust or suspend service levels by contacting Waste Management customer service. For proper household hazardous waste or oil disposal, please visit Stop Waste website. For waste management permitting issues, please contact zerowaste@emeryville.org or nhumphrey@emeryville.org.
City Finance Department Functions
The Public Counter for Business Licensing are open Monday through Friday 9:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m. (These hours may change – check back for updates!)
Resources for Seniors
2-1-1 is available 24 hours/day, 7 days a week throughout the year and connects callers to health, housing and human services. Calling or clicking on 2-1-1 will connect you to trained resource specialists who have access a huge database of information about health, housing and human services programs available in Alameda County. The information includes assistance with rent and utilities, food, emergency shelter, employment, medical (physical, mental and emotional health), transportation, and other critical needs and overall information for seniors and their families. Paid Sick Leave Guidance
This is an important reminder to all Emeryville employers and employees of Emeryville businesses about Emeryville’s Sick Leave Law and guidance from the State of California regarding paid leave and unemployment eligibility. Please read the full memo here.
Social Distancing, Personal Hygiene and Steps to Take if Exposed to COVID-19
Scientific evidence shows social distancing is one of the most effective approaches to slow the transmission of communicable disease. Please follow the protocols of good hand hygiene, wearing face coverings over your nose and mouth when you must be outside of your home or car, and keeping physically distant from anyone who does not live within your household.
If you or anyone in your household develops COVID-19 symptoms, please take the following steps:
- Get tested for COVID-19.
- Notify anyone with whom contact was made as soon as possible regarding the potential exposure.
- State home as much as possible for 14 days after the potential exposure until a negative test result is received.
- Avoid being around people who have higher risk for severe illness from COVID-19.
