
PREFERRED PLAN ILLUSTRATES A FRAMEWORK FOR EMERYVILLE'S NEXT GENERAL PLAN
Core concepts representing the framework of the City's next General Plan have been drafted and will be presented to the City Council and Planning Commission at a special joint meeting being held in the City Council Chambers on Saturday, March 22, 2008, from 9:00 a.m. to 1:00 p.m. The public is welcome to attend.
This conceptual framework will be illustrated in a document referred to as the Preferred Plan. It will outline goals and strategies for the future development of the city under five key categories:
- Land use
- Building height and size
- Transportation, including pedestrian, bicycle, transit and auto
- Parks, open space and greenways
- Structure of the city
The purpose of the March 22nd meeting is to give the City Council and Planning Commission an opportunity to discuss this framework prior to the General Plan Update Steering Committee moving forward on developing the full plan.
The Preferred Plan is the result of broad public outreach by the General Plan Update Steering Committee. Through surveys, multiple workshops and monthly meetings, community issues and desires were documented, and used a reference by the Steering Committee while developing the plan. As the Preferred Plan evolved it was tested for impacts on various factors including traffic and the City's economic stability. The document will provide the basis for a new General Plan which will be prepared over the course of the next year.

What is a General Plan?
The City of Emeryville has started an update of its General Plan. The General
Plan is the blueprint for the future growth and development of the city,
based on the vision of its citizens. The current General Plan was prepared
in 1987 and revised in 1993, and focused on the transformation of Emeryville
from an older industrial city to a modern mixed use urban center. The vision
articulated in that plan has now been largely realized and it is time to
formulate a new vision for the future of the City with a greater emphasis
on quality of life issues.
Every county and city in California is required by State law to have a
General Plan, and the plan is required to be up to date. The General Plan
discusses the City's goals, policies, and implementation actions regarding
future development. Some of the topics it covers include:
- locations of public facilities such as parks, open space, and cultural
facilities,
- locations and types of new housing developments,
- locations of future commercial and industrial developments,
- determining how large and how tall buildings should be,
- improving the transportation system and dealing with traffic congestion,
- addressing quality of life issues such as noise, air quality, public
safety, schools, and the design of buildings and public spaces.

Regular Meetings
A General Plan Update Steering Committee has been appointed by the City
Council to guide the development of the new Plan. These meetings are open
to the public. The General Plan Update Steering Committee meets monthly
every fourth Tuesday, at 6:30 in the Town Hall at 1333 Park Avenue (City
