Building Inspection Services


The Emeryville Building Division has adopted the following procedures for providing inspection services. Our goal is to provide you with the necessary inspection services in a timely manner. If we do not achieve this goal for your project, or, if you have any other concerns about the inspection process, please contact Victor Gonzales, Chief Building Official, at 510-596-4359.

Scheduling Of Inspections

Prior to requesting an inspection the general contractor shall verify that the work to be inspected is complete and ready for inspection.

  1. All inspection requests shall be phoned in to the City of Emeryville inspection line at 510-596-4315 before 7:00 am, the business day on which the inspection is requested.
  2. The general contractor for the project shall designate one person to phone in all inspection requests. Sub-contractors shall not request inspections independently of the general contractor or project manager for the project.
  3. Where items to be inspected also require special inspection or structural observation the city inspector shall be called only after these other inspections have taken place.
  4. Inspectors will not wait at the job site while work is completed.
  5. If a contractor makes frequent requests for inspections of work that is incomplete when the inspector arrives, the inspector will not make the inspection and assess re-inspection fees in the amount of $110.00 payable prior to each re- inspection.
  6. In order to effectively schedule their time, inspectors are only required to make those inspections for which a phone request has been received. If additional inspections are requested when the inspector is at the job site, the inspector may make additional inspections only if his/her schedule permits.

Inspector Work Hours

  1. Inspectors shall report to the City offices at the start of each work day at 7:00 a.m.
  2. Between 7:00 and 7:30 a.m. the inspectors will make out their schedules for the day. A copy of each schedule shall be left in the Building Division office for staff reference.
  3. The inspectors shall also leave a copy of the inspections made the previous day with a brief notation of the results of each inspection.
  4. During the day inspectors may be contacted on their cell phones. These phones are to be maintained charged and in working order. If they are not working office staff are to be notified immediately.
  5. Inspections will be made weekdays between the hours of 7:30 a.m. to 3:00 p.m. Any inspections outside of these hours shall first be approved by the Chief Building Official and shall be paid for in advance. The fee for such inspections shall be $120/hour with a two hour minimum on weekdays and a 4 hour minimum on weekends. The inspector assigned to the project has the option of declining to make an after-hours inspection.

Space At Job Site For Inspector

  1. The general contractor will provide an office area at the job site for the City inspector. This can be a small desk or table in one of the job trailers. There must be power and a door that can be secured. This is so that the inspector has a place to keep materials and documents relevant to the job.
  2. Changes From Approved Plans:

  3. The inspector shall only make inspections of items for which there are approved plans. The term "courtesy inspection" and "photographs in lieu of" are meaningless within the boundaries of the City of Emeryville.
  4. All request for inspections shall be routed to the City inspector in a timely fashion. The inspector shall determine whether the particular detail is something that he/she can approve in the field or whether it must be routed to the City's plan check engineer for review.
  5. If a new detail or bulletin requires review by the plan check engineer, an appointment shall be obtained (510 596-4310). The architect or engineer of record shall bring the stamped approved detail along with the proposed fix/changes to the Building Division.
  6. The fee for additional plan review is $110/hour.
  7. The inspector will not make any inspections unless there are accurate, approved drawings for the items to be inspected.

The mission of the Emeryville Building Division is to provide information and assistance to those planning a construction project in the City of Emeryville, as well as providing timely services for projects already under construction.

Fire Inspection
