North Hollis Area Urban Design Program
The City adopted an area plan for the North Hollis area in April 2002. This
area includes a rectangular area bounded by the Berkeley and Oakland borders,
the main railroad tracks and Powell Street, plus the block bounded by Powell,
Hollis, Stanford and Peladeau streets. The Program includes a concept design
for the Doyle Street Greenway, including landscaping and a park on Doyle Street
and landscaped bicycle and pedestrian paths on the railroad right-of-way to
the north; design guidelines for private development and public improvements;
and parking policies including a residential permit program and two parking

Park Avenue District Plan
The City adopted an area plan for the Park Ave district in August 2006.The
district is bounded by the Oakland border and 40th Street to the south, the
Union Pacific railroad to the west, Park Avenue and property lines north of
Sherwin Avenue and 45th Street to the north, and San Pablo Avenue and Emery
Street to the east. The plan includes goals to preserve district character,
encourage a mix of art and other uses, create a cultural arts center, make streets
pedestrian friendly, make Park Avenue a civic street with wider sidewalks and
other amenities, provide open space, and accommodate a variety of transportation
