Labor and Employee Relations
Human Resources is responsible for the coordination and administration of the labor and employee relations programs. The Human Resources Director is the City/Authority designated representative for all labor negotiations with the three labor bargaining units, the Emeryville Police Officers Association, Local 790, and the International Association of Firefighters. Human Resources provide supervisory training in labor and employee relations as well as acts as a consultant to management and employees regarding employee relations and grievance and performance issues.
Classification and Compensation
Human Resources is responsible for the effective and efficient administration of the City/Authority classification and compensation systems. Human Resources may undertake classification and/or compensation studies as necessary to ensure that employees are properly classified and compensated as well as to support any organization development activities by the City/Authority.
Personnel Records
Human Resources is responsible for the storing and administration of employee personnel and medical records. This function is subject to compliance with the law and high standards of confidentiality.
Employee Benefits
Human Resources administers a comprehensive employee benefits program. Employee benefits include medical, dental, vision, and life insurance as well as retirement plans and an employee assistance plan. Human Resources conducts an annual open enrollment process in order that employees may review the various benefit options and make alternate plan selections.

Recruitment and Selection
Human Resources is responsible for the City/Authority recruitment and selection functions. Human Resources develops and administers approximately twenty recruitments per year for a variety of personnel including police, fire, administrative support, professional, recreation, child development and management staff. A variety of examination techniques are utilized which are both legal and appropriate for the position.
Training and Development
Human Resources provides a variety of training and development classes for both unrepresented as well as management staff. Subject matter is based on need as well as any developments in legislation which affects employee/employer relations.
Workers Compensation
HR administers the workers compensation program for the City/Authority. The program includes workers compensation leave, benefits, settlements, case review, consultation with department regarding modified duty assignments, the development of an accident prevention program and meetings of the safety committee.
