The City Manager is appointed by the City Council and is their key staff advisor. The City Manager is responsible for the administrative leadership of City staff and for the implementation of policies and guidelines established by the City Council.

The City Manager also serves as the Executive Director of the Emeryville Redevelopment Agency and is responsible for the implementation of Agency programs and policies to eliminate blight, to revitalize the local economy, to complete capital improvement projects, and to provide affordable housing opportunities.
